CTIL and NITI Aayog conducted a Stakeholder Consultation on Domestic Regulations in Professional Services

The Centre for Trade and Investment Law (CTIL), in collaboration with NITI Aayog, organized the first stakeholder consultation on Domestic Regulations in Professional Services on 30th April and 1st May 2025 in New Delhi. The two-day event brought together a diverse group of stakeholders including regulators, industry leaders, policy think tanks, and professional practitioners. Dr. Arvind Virmani, Member, NITI Aayog, chaired the consultation and emphasized India’s demographic dividend and the growing global demand for skilled professionals. He stressed the importance of capacity building, upskilling, and embracing emerging technologies to strengthen service delivery and enhance India’s competitiveness in the global services market. In her welcome address, Dr. Sonia Pant, Programme Director, Services Division, NITI Aayog, highlighted the critical contribution of the services sector to Gross Value Added (GVA), employment, productivity, and exports. She underlined the importance of reforming domestic regulations to enable sectoral growth and improve the ease of doing business. Professor James J. Nedumpara, Head, CTIL, drew attention to the need for aligning India’s regulatory frameworks with international best practices, especially in a sector that is traditionally highly regulated. Participants deliberated on several pressing challenges including regulatory overlaps, licensing norms, qualification requirements, and sector-specific constraints. The dialogue aimed to generate actionable insights for designing more enabling and future-ready domestic regulations. In his closing remarks, Dr. Virmani echoed the Prime Minister’s call to “Reform, Perform, and Transform,” emphasizing that regulations should be enabling rather than restrictive, and evolve in a pragmatic, phased manner that fosters innovation and inclusion. CTIL remains committed to supporting the formulation of informed, balanced regulatory frameworks that reflect India’s economic aspirations and global commitments.
